The design of a Cellular Manufacturing System (CMS) involves several important considerations, two of which are Cell Formation (CF) and Machine Cell Layout (MCL). Despite the crucial role of CMS adoption, current optimization models fall short in dealing with layout design flexibility. Before tackling flexible layout design, it is important to address CF design through effective CMS design. A proposed solution is the implementation of an interactive CF approach that offers high flexibility in MCL design. This approach has been demonstrated through the development of a Similarity Coefficient (SC) method with a variable Threshold Value (TV). In this study, a new heuristic approach for CMS utilizes the Euclidean Distance Matrix and designs SC by using a different TV that integrates with the Technique of Order Preference Similarity to the Ideal Solution to provide a flexible layout configuration for CMS. The objective of the suggested approach is to organize machines in a way that minimizes the cost of material handling between machines as well as intercellular and intracellular movements, while also increasing Grouping Efficacy, System Flexibility, and System Utilization. The developed approach effectively treated a real-life problem at a state company for electrical and electronic industries in Baghdad, Iraq. Implementing this approach in the case successfully achieved the expected outcomes. Furthermore, the study suggests expanding the approach to address additional design concerns in CMS, including alternative layouts, production planning, group scheduling, and reliability.
